Pancasila as an ideology has the following meanings:
- The values contained in Pancasila become the normative ideals of state administration.

1. Dimensions of Reality, meaning that the basic values contained in the ideology reflect the realities of life that exist in the society where the ideology existed for the first time.
2. Dimensions of Idealism, meaning that the quality of the ideology contained in these basic values can give hope to various groups and communities regarding a better future.
3. Dimensions of Flexibility, meaning the ability of ideology to influence and adapt to the development of society.
Pancasila Values as State Ideology
The values of Pancasila are the values of Divinity, Humanity, Unity, Democracy and Justice. These are the basic values for the life of the state, nationality and society.
Pancasila values are classified as spiritual values in which other values are tucked in completely and harmoniously. both vital values, material values, truth values (reality), ethical values, aesthetic values, and values religious.
The values of Pancasila as an ideology itself are objective and subjective.
The objective values of Pancasila mean:
- The formulation of the Pancasila precepts itself has the deepest meaning.
- Pancasila is stored in the Preamble to the 1945 Constitution as the basic principles of the state.
- The essence of Pancasila values will continue to exist throughout the life of the Indonesian nation.
While the subjective values of Pancasila explain that the existence of Pancasila values depends on the Indonesian nation itself. The reasons can be explained:
- Pancasila values arise from the Indonesian nation.
- The values of Pancasila in it contain spiritual values.
- The values of Pancasila are the way of life of the Indonesian people.
- The values of Pancasila in it are values that are excavated, grown and developed from the culture of the Indonesian nation
Pancasila as a source of values requires the Constitution to contain contents that require the government, state administrators to include party administrators and functional groups to maintain noble human character and uphold the moral ideals of the people the sublime.
