Improving ASN Competence*

As many as 60% of the total 4.5 million State Civil Apparatus (ASN, pen) turned out to only have administrative skills. No more than 40% have technical expertise. Data This was stated by the Minister for Administrative Reform and Bureaucratic Reform (PANRB), Asman Abnur, last week. Is the data surprising?

This fact has been around for a long time. That the PANRB ministry only realized it in the form of numbers and percentages after mapping for the past month, that's a new fact. Based on Law Number 5 of 2014 concerning State Civil Apparatus (ASN), ASN is a profession for Civil Servants (PNS) and government employees with work agreements (P3K) who work for agencies government.

In order for this country to move quickly to keep pace with the progress of other countries, of course it needs more ASN who have special skills, not limited to administrative abilities. What then became a problem, it turned out that more ASN did not have technical expertise. The simple calculation, 60% percent of the total 4.2 million ASN means that there are around 2.7 million unskilled ASN throughout the country.

That means that something went wrong in their recruitment. We agree with Asman who stated that not a few of the 60% of the ASN were recruited through the custodial route. How can someone with skills and achievements get knocked out by those who barely know anything, isn't it already story new. Due to the fact that it has already happened, we can imagine how badly damaged the system in our country is.

Under these conditions, there are only two choices, to continue with the existing staff or to terminate those who do not have the technical expertise. For now, the government is taking the first route, which is to educate 60% of the ASN. To support this step, the president – ​​said Asman – instructed all educational institutions under the Ministry of Home Affairs (including IPDN) to clean up. Similar instructions were delivered to educational institutions under other ministries, such as the Ministry of Finance and the Ministry of Transportation.
