Starting with a definition of the political system. Furthermore Robert A. Dahl, defines a political system as a fixed pattern of various relationships between humans that involve a certain level of control, influence, power or authority.
According to Drs. Sukarno, a political system is a principle that forms a unified relationship to organize government as well as implement and maintain it power by regulating individuals or groups of individuals with each other or with the State and the relationship between the State and the State.
Next Rusadi Kartaprawira argues that a political system is the way a set of functions or roles in a political structure work that are related to each other and show a continuous process.
From all the descriptions that have been explained, a straight line can be drawn that the political system is always related to various kinds of activities and processes from structures and functions that work in a unit or whole (society/state).
The Indonesian political system was built for the purpose of realizing the nation's ideals and national goals which are based on Pancasila and the 1945 Constitution as the basis of the state. In organizing state politics, it is necessary to utilize all the capabilities of the state apparatus. Of course, this requires power and funds to ensure the achievement of national goals and the implementation of state duties as stipulated in the 1945 Constitution.
The country's political system as the center of course has various sub-systems, including party systems, general election systems, political culture systems and other political civilization systems. In its role, the political system continues to develop in accordance with developments in the duties and functions of government.
Political are all state institutions that receive legitimacy from the state. Including several institutions that carry out political functions such as legislative, executive and judicial functions. Policy formulation requires good coherence between the superstructure and political infrastructure. This unity will make it easier for the people's ideals to be realized in the state.
Political superstructure are State Institutions. These institutions are regulated in the 1945 Constitution, namely the MPR, DPR, DPD, President and Vice President, Supreme Court, Constitutional Court and Judicial Commission. These institutions are entrusted with making decisions related to the public interest. Meanwhile, bodies in society such as political parties, mass organizations, mass media, interest groups, pressure groups (Presure Group), Political Communication Tools/Media, Political Figures, and other political institutions constitute the infrastructure political.
The community conveys its aspirations through these bodies. It is hoped that community participation through the aspirations expressed can be taken into consideration in decision making by state institutions.
Indonesia adheres to the Pancasila democratic political system, namely a political system based on noble values, principles, procedures and democratic institutions. The principles of the democratic political system in Indonesia include:
- The division of executive, legislative and judicial powers is in different bodies
- A country with legal principles
- The government is based on the constitution
- Guarantee of individual freedom within certain limits
- Majority government
- Free elections
- There is more than one political party and is able to carry out its functions
As a political system, these principles cannot be separated from each other. These principles must also be in every step the country takes. A democratic political system will not work well if one component does not function according to its function. For example, it is difficult for a country to be called a democracy if there is only one political party. With one party, the people do not have the right to vote so there is no recognition of the people's freedom to associate, assemble and express their choices freely.
Democracy without restrictions and a clear basis tends to become tyranny of the majority. A situation where minority rights are not guaranteed. Unrestricted freedom presents a disturbing situation.
Personal or group rights are always under threat from individuals or majority groups. A country with a democratic political system must guarantee people's rights through the political order stipulated in the constitution. The Pancasila democratic political system grants power and limits government power based on the consent of the governed (the people).
