The position of Village Community Institutions is as a partner of the village government in the aspects of planning, implementing and controlling development as an effort to empower the community.
While the Duties of Village Community Institutions (LKD) are:

- As a mover and developer of participation, mutual cooperation and community self-help

Obligations of Village Community Institutions (LKD)
The obligations of Village or Kelurahan Community Institutions are as follows:

Structure of Village Community Institutions (LKD)
The management structure of Village Community Institutions is composed of a Chair, Secretary, Treasurer and fields according to needs. Village Community Institution administrators are not allowed to hold concurrent positions in other Village Community Institutions and are not members of a political party.
The term of office for the management of the Village Community Institution is five years which is counted from the appointment and can be re-elected in the next period.
