Definition of Village Consultative Body (BPD)
The Village Consultative Body (BPD) is an institution that embodies democracy in the administration of village administration. The BPD can be called the parliament in the village. BPD is a new institution in the village during the regional autonomy era in Indonesia. Based on its function, BPD can be called a social institution. Because it corresponds to the main thoughts in public awareness. This is in line with the expression Soekanto (2004:219)
BPD members are representatives of villagers who are related based on regional representation determined by way of deliberation and consensus. Members of the BPD consist of the chairman of the Rukun Warga (RW), traditional stakeholders, professional groups, religious leaders and other community leaders or leaders.
The term of office for members of the BPD is 6 years and can be appointed or re-submitted for one more term in the next. BPD leaders and members are not allowed to hold concurrent positions as village heads and village apparatus.
The inauguration of members of the BPD is confirmed by a Decree of the Regent/Mayor, which before taking office takes an oath/pledge together before the community and is guided by the Regent/Mayor.
The chairman of the BPD is directly elected from and by members of the BPD at a special BPD meeting. The function of the BPD is to establish regulations in the village together with the village head, to accommodate and channel the aspirations of the community.
BPD goals
The objectives of establishing a BPD are as follows:
- Give guidelines to community members how they behave or behave accordingly with its position in dealing with problems in society related to needs public.
- Keeping society intact
- Provide guidelines for the community to create a social control system. Like a system of community monitoring of the behavior of its members
- As a place of democracy in the village, members of the BPD are selected from and by villagers who have met the requirements. Meanwhile, the BPD leadership is elected from and by the BPD members themselves.
BPD Duties and Authorities
The BPD duties and authorities are as follows:
- Discuss and draft regulations in the village with the village head
- Supervise the implementation of village regulations and village head regulations
- Submit proposals for the appointment and dismissal of village heads
- Forming a village head election committee, in conducting elections to villages, the BPPD has the right to form a village head election committee in accordance with District Regulations.
- Exploring, accommodating, collecting, formulating and channeling the aspirations of the people in the village
- Give approval for dismissal or temporary dismissal of village officials
- Make an arrangement of BPD rules

Requirements for Prospective Members of BPD
To become a candidate for BPD member, there are several requirements that must be met, including:
- Have faith in God Almighty
- Loyal and obedient to Pancasila and the 1945 Constitution and also the government of the Republic of Indonesia
- Have a diploma of at least junior high school / junior high school
- Minimum age 25 years
- Physically and mentally healthy
- Well behaved
- Does not have a legal record for committing a crime with a threat of at least 5 years
- Get to know the village and be known by the community in the local village
- Register legally as a resident of the village and live in the village concerned for approximately 6 months continuously and uninterruptedly
