Administrative and management functions according to Luther M. Gullick is as a planning (planning), organizing (organizing), staffing (procurement of labor), directing (guiding), coordinating (coordinating), reporting (reporting), and budgeting (budgeting). The explanation is as follows:
1. Planning (planning)
That is, in administrative or administrative activities, it definitely requires a good and mature planning. For example data collection, preparation of plans, data processing etc., where in these activities administration is needed.
2. Organizing
Likewise with organizing, where each carrying out organizational activities definitely requires administration, for example in the appointment of officers or workers.
3. Staffing (procurement of labor)
Is the practice of finding, assessing, evaluating and establishing working relationships with employees or workers and dismissing them when they are no longer needed. So that the workforce or employees are determined according to their fields or expertise.
4. Directing (providing guidance)
Functions related to efforts to guide, provide suggestions, input for the improvement of something activities that are being carried out so that the task can be carried out as much as possible, with the same results satisfying.
5. Coordinating (coordinating)
Namely the process of coordinating where all the interests and objectives of the implemented organization can be united and can be synchronized with the place and time.
6. Reporting
Namely how to inform from what has been done in all activities as one of accountability.
7. Budgeting
Namely how to plan finances, how much budget is needed, where will the financing come from, the calculation of incoming and outgoing money, as well as the supervision carried out.
This function is known as "POSCORB“. Where the most important thing from these functions is directing as a concept that is softer than commanding.
While the administrative function according to George R. terry known as "POAC" that is:
1. Planning (planning)
In this process, generally involves a decision in predicting and determining the decisions made. In making predictions that will occur in the future, it is done based on previous or past and current experience. Administrative data obtained in full can interpret the accuracy of the estimated planning.
2. Organizing
In essence, the function of an organization is related to the efforts made in developing work relations and their distribution within a business entity or organization.
3. Actuating (movement)
Efforts to get results by activating others. Actuating is softer when compared to directing or commanding. Actuating or actuating can be done by superiors or leaders to provide motivation and move their subordinates so that they can do their job as well as possible.
4. Controlling (supervision)
Controlling or supervision can also be interpreted as control is a process of continuous observation or periodically in an activity or implementation in accordance with a previously neatly arranged work plan and make corrections if needed.
