Definition of Presidential Government System
The presidential system of government, which is also known as the congressional system, is a system of government a republican state in which the executive power is determined by means of elections and is separate from the powers legislative.
The presidential system of government is also defined by the system of government in which the executive power or Law executors are elected by way of elections and their positions are separate from legislative or legislative powers law.
In this system of government, the president has strong powers as head of state and head government and also cannot be brought down because of subjective lows such as low support political.
Even so, the president still cannot easily control the power he has because he can be dropped if he violates the law. Or betrayal of the state or having involvement in criminal matters and if the president is dismissed for certain violations then his position can be replaced by the vice president.
Elements of a Presidential Government System
There are several elements in a presidential system of government, namely:
- The president must be directly elected by the people
- The president acts as head of state as well as head of government.
- The president's authority must be governed by the applicable Constitution (law) and the president cannot dissolve parliament.
Features of a Presidential Government System
The characteristics of a presidential system of government are as follows:
- Headed by the president who is the head of government as well as the head of state.
- The executive powers of the president are appointed according to the people's democracy and are elected directly by them or through the people's representative bodies.
- The President has the prerogative right (privilege) to appoint and dismiss ministers who are heads of departments and also non-departments.
- The ministers are only responsible to the executive power (president) not to the legislative power (parliament)
- The president, vice president and parliament serve for a certain period, then a general election is held again.
- The president is not under direct parliamentary oversight and vice versa.
Advantages of Presidential Government System
There are advantages of a presidential system of government, namely:
- Executive power (law enforcement) is more stable because parliament cannot interfere in its position.
- Have a clear tenure
- The implementation of the work program is easy because the cabinet is elected by the president, besides that the cabinet cannot be dismissed by parliament because the cabinet is only responsible to the president.
- Solutions to problems in law enforcement can be implemented quickly because the president has full power.
- The legislature is not a place for regeneration for executive positions because it can be filled by outsiders, including members of the parliament themselves or not chosen by the president.
Disadvantages of Presidential Government System
While the shortcomings of the presidential system of government are as follows:
- Executive power outside the direct oversight by the legislature so that absolute power can be created.
- Accountability system is not clear
- Decision-making or public policy is generally the result of bargaining between the executive and legislature so that decisions are not firm
- Making decisions takes a long time
- The government can be influenced by external forces, such as political parties that support the president, so that existing policies can be influenced by these political parties.
