Construction Management: Definition, Role, Purpose and Functions

Construction management is a science which studies and practices all managerial aspects of construction industry technology. It can also be interpreted as a business capital which is carried out by consultants in providing input and assistance in carrying out development projects.

Construction Management Responsibilities

As determined by the CMAA (Construction Management Association of America) that there are 7 categories regarding the responsibilities of a construction manager, including:

  1. Management Project Planning;
  2. Time Management;
  3. Price Management;
  4. Professional Practice;
  5. Contract Administration;
  6. Safety Management;
  7. Quality Management.

Construction Management Role

In the implementation of development construction management has several roles which are divided into 4 types, namely:

  1. Agency Construction Management (ACM)

Where in this case the construction manager acts as a coordinator or liaison (Interface) between the designer as well as the executor and the contractor. Construction management can start from the planning phase where the owner makes contracts with contractors according to the work required.

  1. Extended Service Construction Management (ESCM)

The other role as construction management is as a contractor. Where to avoid conflicts between contractors and management. On the other hand, management moves based on requests from contractors or ESCM.

  1. Owner Construction Management (OCM)

Professional contractor management can be developed by the owner, so that from the management side they can be responsible for project management to be carried out.

  1. Guaranteed Maximum Price Construction Management (GMPCM)

In this case the GMPCM does not carry out construction work but is responsible to the owner regarding time, quality and costs. Where the role is as giving work to contractors or sub contractors.

Functions and Objectives of Construction Management

Construction management is a process of implementing management functions on a project with existing resources effectively and efficiently in order to achieve the project objectives effectively optimal.

The other functions of construction management are:

  1. Planning

Planning or planning where construction management determines what must be done and how to do it. This relates to making decisions on several kinds of choices regarding a construction manufacturing process.

  1. Organizing

By organizing which relates to various activities or activities that will be carried out. Activities or activities and tasks can be easily handled by well-organized subordinates.

  1. Placement of People (Staffing)

Staffing which places various people who are competent in their fields or jobs according to their abilities.

  1. Directing

Directing is commonly referred to as supervision which aims to foster and provide direction or guidance to subordinates in carrying out tasks according to planning.

  1. Control (Controlling)

Controlling which functions to ensure that planning can be realized and run as it should. This process contains the following elements:

  • Implemented planning;
  • Analysis of deviations or deviations that occur;
  • Determine the steps that need to be corrected.

Construction Management Tasks

Below are other tasks of construction management with an outline of them as follows:

  1. Request a progress report as well as an explanation of the work of each item from the contractor in writing;
  2. Supervise the progress of work in the field regarding whether it is in accordance with the correct construction method or not;
  3. Hold regular meetings either weekly or monthly by inviting planning consultants, owner representatives, and contractors;
  4. The Constitutional Court has the right to reprimand and also stop the work if it is not in accordance with the agreement;
  5. Delivering a work progress to the direct owner;
  6. Deal directly with the owner or also the owner's representative in conveying everything on the project;
  7. Manage, direct, and also coordinate the implementation of work by contractors in terms of quality and time;
  8. Validate whether the material to be used is in accordance with the contract specifications or not;
  9. Checking the shop drawings from the contractor before starting the work;
  10. Approve changes to the contract proposed by the contractor;
  11. Provide Site Instruction in writing if there is work to be done but not in the contract to speed up the schedule;
  12. Always reviewing the methods of carrying out work by contractors so that they meet K3LMP requirements (occupational health and safety, environment, quality, and security);
