Functions of the MPR (People's Consultative Assembly) and their Duties
Functions of the MPR (People's Consultative Assembly) and their Duties – MPR is a bicameral legislature which is one of the high state institutions in the Indonesian constitutional system. Prior to the reform, the MPR was the highest institution in the constitutional system. However, after the amendment of the 1945 Constitution, the position of the MPR was equal to other high state institutions.
Functions of the MPR (People's Consultative Assembly) and their Duties

Functions of the MPR (People's Consultative Assembly)
The composition of the MPR membership consists of members of the DPR and members of the DPD who are directly elected through elections. The function of the MPR before and after the amendments to the 1945 Constitution remained the same, namely as follows:
The MPR as a people's representative institution oversees the running of government
The first function of the MPR is to oversee the running of the government, which is carried out by the holder of executive power (the president). With this oversight function, the MPR is able to prevent abuse of the president's power which has the potential to harm or oppress the people.
As the holder of legislative power
In this case the MPR has the function of making and compiling laws according to the wishes of the people which are interpreted in laws, so as to emerge a new legislation that can protect the needs of all Indonesian people in general and wide.
Duties and Authorities MPR (People's Consultative Assembly)
As a legislative body, the MPR also has duties and powers. The duties and powers of the MPR include the following:
1. Amend and Establish the Constitution
The task and authority of the first MPR institution is to amend and establish the Constitution. As we know that the 1945 Constitution is one of the cornerstones of the State which has the motto Bhineka Tunggal Ika.
Sometimes changes to laws are needed, according to the needs and demands that occur widely in the community. Therefore, the task and authority of the MPR is to carry out the process of amendment and at the same time enactment of the 1945 Constitution.
2. Appoint the President and Deputy based on the election results in the plenary session
The MPR's next task is to inaugurate a new president. The president and vice president have previously been declared elected in the general election that was held. After that, it will be the MPR in the plenary session that will appoint and inaugurate the president and vice president to serve the country and lead the Indonesian state for the next 5 years.
3. Stop executive power
The MPR has the duty and authority to terminate the executive power (president or vice president) during their current term of office. This can be done if both or one of them is proven to have violated the law, code of ethics and so on. If proven, then this could be a reference for the MPR to terminate the executive power.
4. Appointing the vice president to become president when the president leaves his chair, whether dismissed or resigned
Many things can or allow the resignation of a president to leave his seat of office. It could be due to illness, being unable to protect the needs of the people, or being involved in a case. When the president has resigned and left office, this is where the MPR has the authority and duty to inaugurate and appoint the vice president to become president.
5. Choose the vice president proposed by the president, if there is a vacancy in the vice president position
The MPR also has the duty and authority to elect a vice president if the vice president position is vacant. In this case, the MPR has the authority to select several vice presidential options proposed by the president for the position of vice president.
MPR rights
In carrying out its duties and powers, the MPR also has the following rights:
- Submit proposals for amendments to the constitution.
- Determining attitudes and choices in decision making.
- The right to choose and be elected.
- The right of legal immunity is the right where MPR members cannot be prosecuted before the court because Statements and opinions conveyed in meetings are in accordance with regulations legislation.
- Protocol, namely the right of members of the MPR to obtain respect regarding their position in state events or official events as well as in carrying out their duties.
