Definition of Regional Representative Council (DPD)
DPD RI or the Regional Representative Council of the Republic of Indonesia, namely a state institution that is recognized according to constitutionally to represent the aspirations and interests of the region, especially in making political decisions in National level.
The purpose of forming the DPD is to accommodate regional aspirations so that they have a forum for voicing their interests in the state administration system in Indonesia.
Or more specifically the DPD, which is one of the highest state institutions within the scope of the Indonesian state system to represent people's aspirations in making decisions.
DPD function
The functions of the DPD or Regional Representative Council are as follows:
- Submit suggestions in the discussion of certain areas of legislation and provide considerations in certain areas of legislation.
- Supervise and carry out certain laws.
In the 1945 Constitution Amendment IV, it is emphasized that the position of the DPD RI is as a joint representative institution with the DPR RI which has the functions of legislation, supervision and budgeting.
Main Duties of DPD
The main tasks of the Regional Representatives Council are:
- Submitting and discussing draft laws related to regional autonomy.
- Provide consideration to the House of Representatives (DPR) in the election of members of the Audit Board and the RAPBN (The Draft State Revenue and Expenditure Budget and also the Draft Law (RUU) on taxation, religion and education.
- Supervise and implement the law on regional autonomy.
DPD Authority
In article 224 of Law Number 27 of 2009 concerning the People's Consultative Assembly. The People's Representative Council, the Regional Representative Council and the Regional People's Representative Council, the Duties and Authorities of the Regional Representative Council are:
- Submitting draft laws (RUU) relating to regional autonomy, central relations and regions, formation and expansion as well as merging of regions, management of natural resources and economic resources other. as well as those related to financial and regional balances.
- Participate in discussing the Draft Law (RUU) related to regional autonomy, central and regional relations, resource management natural resources and other economic resources, as well as central and regional financial balances, whether proposed by the DPR or other parties executive.
- Provide consideration to the DPR in selecting members of the Financial Supervisory Board (BPK).
- Provide consideration to the DPR on the Draft State Revenue and Expenditure Budget (RAPBN) and Draft Laws (RUU) related to taxes, education and religion.
- Supervise the implementation of the law on regional autonomy, formation, expansion and amalgamation of regions, central and regional relations, management of natural resources and economic resources other. Implementation of the state budget, taxes, education and religion and also carry out the delivery of the results of its supervision to the DPR as material for consideration to be followed up.
- Delivering the results of supervision of the implementation of the Law on regional autonomy, formation, division and merger of regions, central and regional relations, management of natural resources and other economic resources, implementation of state budget laws, taxes, education and religion.
- Receive the results of audits of state finances from the BPK to make a material for consideration for the DPR regarding the Draft Law (RUU) related to the APBN.
- Give consideration to the DPR in the election of BPK members.
- Participate in compiling national legislation programs related to regional autonomy, central and regional relations, formation and expansion and also consolidation of regions, management of natural resources and other economic resources, as well as those related to central and financial balances area.

The rights and obligations of the DPD are as follows:
Rights of Members of the Regional Representative Council
In carrying out its functions, duties and authorities of the DPD both institutionally and individually can use the rights they have. According to article 232 of Law Number 27 of 2009 regarding the People's Consultative Assembly, the People's Representatives, Regional Representative Councils and Regional People's Representative Councils, the rights of DPD RI members includes:
- Right to ask
- The right to provide suggestions and opinions
- The right to vote and be elected
- Right of self-defense
- Immunity rights
- Protocol rights
- Financial and administrative rights.
Obligations of Members of the Regional Representative Council
In article 233 of Law Number 27 of 2009 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council explained that in carrying out its duties and authorities the DPD RI has the following obligations, namely:
- Hold fast and practice Pancasila
- Carry out the 1945 Constitution of the Republic of Indonesia and comply with laws and regulations.
- Maintain and maintain national harmony and the integrity of the Unitary State of the Republic of Indonesia. Prioritizing the interests of the state above personal, group, group and regional interests.

DPD Membership Structure
Members of the Regional Representatives Council are elected by general election with the same number for each province and the total number of DPD members is no more than half of the number of members of the DPR.
In article 227 of Law Number 27 of 2009, it is explained that DPD membership is:
- DPD members from each province are set at 4 (four) people.
- The number of DPD members does not exceed one-third of the number of members of the DPR
- DPD members in carrying out their duties reside in their constituency and have an office in the provincial capital of their constituency.
- DPD membership is formalized by Presidential Decree
- The term of office for DPD members is 5 years and ends at the same time when the new DPD members take an oath or promise.
