Definition of Community Empowerment
Community empowerment is a development process in which the community has the initiative to start a process of social activity in improving the situation and conditions for themselves. Community empowerment can only occur if the community participates in participating.
Community Empowerment Goals
Mardikanto (2014: 202) suggests, there are six objectives of community empowerment, namely:

Institutional Improvement (Better Institution)
By improving the activities/behaviours carried out, it is expected to improve institutions and also develop business partnership networks. -
Business Improvement (Better Business)
Improvement in education (enthusiasm in learning), improved access to business, activities and institutional improvements, are expected to improve the business being run. -
Income Improvement (Better Income)
With the improvement in the business being run, it is hoped that there will be an increase in the income he gets, as well as family and community income. -
Environmental Improvement (Better Environment)
Income improvements are expected to improve the environment (physical and social) because environmental damage is usually due to poverty or limited income. -
Improved Life (Better Living)

Community Empowerment Principles
There are six principles of community empowerment that are often used in the success of empowerment programs namely the principles of equality, participation, self-sufficiency or independence and sustainability (Najiati, et al 2005:54). The explanation of each of these principles is as follows:
Principle of Equality
The most important principle that must be upheld in the process of community empowerment is equality the position between the community and institutions implementing community empowerment programs, both men and women Woman. The dynamics that are built are the relation of equality with the development of mechanisms from knowledge, experience, and expertise of one another. Each acknowledges each other's strengths and weaknesses so that there is a mutual learning process.
Participation Principle
Empowerment programs that can stimulate community self-reliance are programs that are participatory, planned, implemented, supervised, and evaluated by the community. However, getting to that level requires time and a mentoring process that includes assistants who have a high commitment to community empowerment.
The Principle of Independence or Independence
The principle of self-sufficiency is to appreciate and prioritize the ability of the community over the help of other parties. This concept does not see the poor as objects that are not capable (the save not), but as subjects who have little ability (the have little).

Stages of Community Empowerment
According to Soekarno (1987:63) in community empowerment there are seven stages or steps that are carried out, including:
Preparation phase
At this stage, there are two stages that must be carried out, namely, first, the deviation of officers, namely community empowerment workers, which can be carried out by the community worker (community worker) and the second is the preparation of the field which is basically attempted to be carried out in a way non-directive.
Stages of Assessment (Assessment)
At this stage, the assessment process can be carried out individually through groups in the community. In this case, the officer must try to identify the problem of the perceived needs (feel needs) and also the resources owned by the client.
Planning Stage of Alternative Programs or Activities
At this stage the officer who becomes the agent of change (exchange agent) participatively tries involve residents to think about the problems they are facing and how to solve them get over it. In this context, the community is expected to be able to think about alternative programs and activities that can be carried out.
Stages of Action Plan Formalization
At this stage the change agent (exchange agent) helps each group to formulate and determine what programs and activities they will carry out in overcoming existing problems. Program or Activity Implementation Stage
In the effort to implement community empowerment programs, community participation as cadres is expected to be able to maintain the program that has been developed. Evaluation Stage
Evaluation is a monitoring process from the community and officers of the ongoing community empowerment program as it is carried out by involving the community.
