Definition of KNIP (Central Indonesian National Commission)
The Central Indonesian National Commission (KNIP) or in English is the Central Indonesia National Committee, which is a body created by the basis of article IV, transitional rules, the 1945 Constitution and dilatink and also has duties from 29 August 1945 to 15 February 1950.
KNIP has members, namely community leaders with various groups and regions, including former members of the Preparatory Committee for Indonesian Independence. KNIP chaired by Mr. Kasman Singodimedjo.
This KNIP is a forerunner of the legislature in Indonesia, making the date of its formation inaugurated as the Anniversary of the People's Representative Council of the Republic of Indonesia.
Members of the KNIP and their Authorities
The KNIP is composed of 137 members, with the following composition:
- Mr. Kasman Singodimedjo (Chairman)
- M. Sutardjo Kartohadikusumo (Deputy Chairman I)
- Mr. J. Latuharhary (Deputy Chair II)
- Adam Malik (Deputy Chairman III)
The authority of the KNIP as the DPR was determined at the KNIP meeting on October 16, 1945. In that meeting, vice president Drs. Moh. Hatta issued the Indonesian Government Decree No. X which contains includes:
- KNIP before the DPR/MPR was formed was entrusted with legislative powers to make laws and participate in establishing the outlines of state policy (GBHN)
- Due to the precarious situation, the KNIP's daily work is carried out by a KNIP Working Committee chaired by Sutan Syahrir. The Indonesian National Commission is composed from the central level to the regional level. At the central level it is called the Central Indonesian National Committee (KNIP) and at the regional level those that are organized up to the council level are called the Indonesian National Committee.
KNIP Working Committee (BP-KNIP)
In connection with the domestic conditions, which at that time were precarious, the KNIP's daily work run by a Working Body, whose members are elected among the members, and are responsible to KNIP.
The KNIP Working Committee at that time (BP-KNIP) was formed on October 16, 1945 whose chairman was Sutan Syahrir and written by Soepeno and his 28 members.
On November 14, 1945, Sutan Syahrir was appointed Prime Minister. Making BP-KNIP chaired by Soepeno and author dr. Abdul Halim.
Then on January 28, 1948, Soepeno was appointed Minister of Development and Youth in In the Hatta I Cabinet, the position of chairman was given to Mr. Assaat Datu Mudo, and regular writer dr. Abdul Halim.
On January 21, 1950, Mr. Assaat was appointed Acting President of the Republic of Indonesia and dr. Abdul Halim was appointed Prime Minister, and also most of the BP-KNIP members were appointed Ministers in the Halim Cabinet.
BP-KNIP does not have a permanent office. When having an office in Jakarta, it was on Jl. Pejambon and Jl. Cilacap (1945), while in Cirebon was at the Grand Hotel Ribbennk (1946), when in Purworejo he was at the Grand Hotel Van Laar (1947) and when in Yogyakarta he was at the Malioboro Representative Building (1948-1950)
All BP-KNIP members are listed, including Sutan Syahrir, Mohammad Natsir, Soepeno, Mr. Assat Datuk Mudo, dr. Abdul Halim, Tan Leng Djie, Soegondo Djojopoespito, Soebadio Sastrosatomo, Soesilowati, Rangkayo Rasuna Said, Adam Malik, Soekarni, Mr. A.M. Tamboenan, Mr. I Gusti Pudja, Mr. Lukman Hakim, Manai Sophiaan, Tadjudin Sutan Makmur, Mr. Mohamad Daljono, Sekarmadji Kartosoewirjo, Sarmidi Mangunsarkoro, Ir. Tandiono Manoe, Nyoto, Mr. Abdul Gafar Pringgodigdo, Abdoel Moetalib Sangadji, Hoetomo Soepardan, Mr. Prawoto Mangkusasmito, Sahjar Tedjasoekmana, I.J. Kasimo, Mr. Kasman Singodimedjo, Maruto itimihardja, Mr. Abdoel Hakim, Hamdani, and etc.
Information of the Vice President
Thanks to a suggestion from the KNIP, at the KNIP meeting on 16-17 October 1945 at Balai Muslimin, Jakarta, the Vice Presidential Decree No. X was issued on 16 October 1945, with the dictum reading:
"That the Central Indonesian National Committee, prior to the establishment of the People's Consultative Assembly and the People's Representative Council, was given power legislature and took part in establishing the Outlines of State Policy, as well as the day-to-day work of the Central Indonesian National Committee the urgency of the situation is run by a Working Committee which is elected from among them and which is responsible to the National Committee Central Indonesia.”
Since the issuance of the Vice President's Declaration, fundamental changes have been made to the position, duties and powers of the KNIP. Since then, a new chapter has begun in the history of Indonesian constitutionalism, namely the KNIP which has been entrusted with legislative power and has participated in determining the Outlines of State Policy.

KNIP has held trials several times, including:
- The 2nd Plenary Session in Jakarta on 16-17 October 1945
- The 3rd Plenary Session in Jakarta on 25-27 November 1945.
- Solo City in 1946
- The 5th Plenary Session in Malang from 25 February to 6 March 1947
- Yogyakarta in 1949.
